Principals

Gregory T. Merrill, R. C. E.
Corporate President, Principal Engineer

Corporate president Greg Merrill has been with Rabe Engineering for over 30 years and is responsible for the management of engineering operations. A registered civil engineer in California and Nevada and registered professional engineer in Texas, he earned a BSCE degree from California State University- Fresno, formerly Fresno State College.

Greg Merrill specializes in the design of public improvements for land development projects — residential, commercial, and industrial — and for municipal improvement projects. He is credited with the complete engineering design of over 150 residential and industrial subdivisions throughout California involving overall site grading, water distribution, sewage collection, storm drainage systems, streets, and highways.

James B. Preble, R.C.E.
Senior Vice President

A top authority in surveying in the San Joaquin Valley, Jim has primary responsibility for the surveying division of Rabe Engineering, Inc. He served as a full-time employee of the firm for nearly twenty years and since 1998 has operated as a consultant. Jim is a BSCE graduate of Stanford University.

A registered civil engineer and professional land surveyor, Mr. Preble has participated in over 3,000 surveying projects covering 10 counties. He is highly regarded among his peers for his extensive knowledge and experience in boundary surveying and mapping and ALTA surveys. His expertise also includes site development with emphasis in commercial, industrial, and government facilities. Jim has been successful in utilizing innovative procedures to resolve particular problems related to reconstructing and upgrading of streets, utilities, and drainage facilities within previously developed areas.

Illustrative of Mr. Preble’s work as a project engineer are two high-visibility Fresno area projects — Civic Center Square, a fourteen-city- block public street design and renovation project, and the two-block Fresno City Hall office complex and parking lot. Jim also served as project engineer on the following: PG&E Region Division Offices, Saint Agnes Medical Center Cancer Center, Clovis Community Hospital and Medical Office Complexes, Fresno County Squaw Valley Library and Community Center, Cutler-Orosi Middle School, and Fresno City Assessment District No. 131.

Fred N. Rabe, R.C.E.
Director

The founder of Rabe Engineering, Fred Rabe, dedicates forty-plus years of valuable experience to maintaining the highest level of service for clients of the company. Educated at UC Berkeley, where he earned a B.S. degree, he has based most of his illustrious career in Central California. He is a registered civil engineer in California, Arizona, and Hawaii and a registered land surveyor in California, Nevada, and Arizona.

As a project manager, Mr. Rabe’s work spans transportation, storm drainage, and flood control facilities design; irrigation pipelines, sewage collection and disposal facilities design; water collection, purification and distribution facilities design; and the design of airports. He has been the Engineer of Work on several assessment districts for the City of Fresno, County of Fresno, and the City of Firebaugh. He serves as Consulting Engineer/City Engineer for the City of Firebaugh.

In the land surveying field, Mr. Rabe has established boundary lines, written legal descriptions, and appeared many times in court as an expert witness on land cases.

Active in the professional community, Mr. Rabe is a past president of the California Council of Civil Engineers and Land Surveyors (CCCELS), a statewide organization with 600 member firms. As an honorary life member, he remains active in CCCELS and serves on various special committees to direct the general advancement of the engineering profession. Mr. Rabe served on the Fresno County Planning Commission for five years.
